An alternative take on a Tatsunari, Toad Rider commander from Neon Dynasty: Kamigawa; building them strictly as a Dimir (Blue/Black) defensive and flash focused enchantress.

This flavor of Tatsunari features many ways to interfere with your opponents board; with everything from auras that goad (Ghoulish Impetus), auras that steal creatures upon death (Shade's Form), and other classic flash disabler auras such as Eaten by Piranhas to shut down key cards (…or Commanders if you are trying to lose some friends!)
A strong defense against both single-target removal and wide combat swings are both present. Cards such as Hellish Rebuke and Propaganda are deployed to block or retaliate to a wide combat, while Starlit Mantle, Vanishing, and Minion’s Return help keep your commander and other key “clone fodder” on the board. As your toad friend repeatedly hops onto the board, he will both be a great chump blocker and a wonderful way to repeatedly drain your opponents for added value with every aura attached to their creatures.
— and as if slowly draining down your opponents life totals at flash speed wasn’t good enough, 15 sources of card draw, including 2 full wheels (Step Between Worlds and Windfall), will give you enough chances to cast enchantments and win cons in the deck such as Mirrormade, Astral Dragon, and Vesuvan Duplimancy.
My Beloved Jank — I included a fun duo of Phylactery Lich and Pact Weapon. The intention is to duplicate Pact Weapon and Phylactery Lichs - preventing you from losing by 0 or less life, pumping up 5/5 creatures while drawing you cards at the same time. It’s a little janky but the thought of swinging in with an army of sword bound lich’s sounds like a fun time to me!
** It is worth noting that I did not build this deck with board wipes included. This is meant to be a very defensive play style, with lots of distractions and interference instead of relying on the typical 2–3 board wipes.
Keep your mana open and interrupt often.
Clone. Drain. Draw. Repeat.
